I warn everyone who hears the words of the prophecy of this scroll: If any one of you adds anything to them, God will add to you the plagues described in this scroll.

I [personally solemnly] warn everyone who listens to the statements of the prophecy [the predictions and the consolations and admonitions pertaining to them] in this book: If anyone shall add anything to them, God will add and lay upon him the plagues (the afflictions and the calamities) that are recorded and described in this book.

This is an illustration for the present time, indicating that the gifts and sacrifices being offered were not able to clear the conscience of the worshiper.

Seeing that that first [outer portion of the] tabernacle was a parable (a visible symbol or type or picture of the present age). In it gifts and sacrifices are offered, and yet are incapable of perfecting the conscience or of cleansing and renewing the inner man of the worshiper.
