He answered, Yes. And when he came home, Jesus spoke to him [about it] first, saying, What do you think, Simon? From whom do earthly rulers collect duties or tribute--from their own sons or from others not of their own family? AMP

He saith, Yes. And when he was come into the house, Jesus prevented him, saying, What thinkest thou, Simon? of whom do the kings of the earth take custom or tribute? of their own children, or of strangers? KJV

And this is [in effect] what God told him: That his descendants would be aliens (strangers) in a land belonging to other people, who would bring them into bondage and ill-treat them 400 years. AMP
